Digital Economy Ministry Invites EOIs for Development of Government ‘Super App’

The Ministry of Digital Economy has invited Expressions of Interest (EOIs) for the design, development, maintenance, and support of the proposed Government Super App, which aims to integrate all public services onto a single, unified digital platform.

Acting Secretary of the Ministry, Varuna Sri Dhanapala, said that the Ministry, through its Consultative Procurement Committee, has called for EOIs from qualified and interested companies to undertake the project.

He explained that the objective of the initiative is to consolidate citizen services to improve the overall user experience when accessing government digital platforms.

“We are trying to bring all citizen services onto a single platform to improve their experience,” Dhanapala said.

He added that the Super App would enable citizens to access all government services through one central application, eliminating the need for multiple apps currently used by different agencies.

“Several other systems that will support this initiative — such as the digital identity platform, data exchange platform, and payment platforms — are being developed in parallel,” he noted.

The Acting Secretary emphasized that the program is designed to be citizen-centric, catering to the needs of the general public, entrepreneurs, and business owners alike.

The proposed Super App will function as a medium-sized container mobile application framework based on the Model-View-ViewModel (MVVM) architecture, complemented by an online web portal to enhance accessibility.

This initiative forms part of the Ministry’s broader digital transformation agenda under Sri Lanka’s National Digital Strategy, aimed at improving efficiency, enhancing citizen engagement, and ensuring a higher return on investment in government service delivery.
