Government Halts New Wind Power Projects in Mannar Pending Public Consent

November 4, 2025

Three wind power projects have been planned for Mannar Island, which has been identified as a high wind potential zone under the Island-wide Renewable Resources Development Plan.

Among these, the Thambapawani Wind Power Plant began operations in 2021. The other two projects — the Windscape Mannar (Pvt) Ltd 20 MW Wind Power Project and the Hayleys Fentons 50 MW Wind Power Plant Project — are scheduled to commence operations in December 2025 and December 2026, respectively.

However, President Anura Kumara Dissanayake has instructed the relevant authorities not to implement any further wind power projects on Mannar Island without obtaining the consent of local residents. This directive comes in response to environmental and social concerns raised by communities in the area.

Following the President’s decision, the Minister of Energy informed the Cabinet of Ministers, which subsequently granted approval to proceed in accordance with this directive.
