Government Allocates Rs. 1 Million Each to All District and Divisional Secretariats for Digital Modernisation

November 15, 2025

The government has allocated Rs. 1 million to every District Secretariat and Divisional Secretariat across the country under the Praja Shakthi National Programme.

According to the Presidential Secretariat, the funds will be used to procure essential IT hardware and services—including laptops and computers—and to strengthen the digital capacity of public officials.

A key priority of the current administration is to modernise the public service and deliver faster, higher-quality services to the public. As part of this effort, steps are underway to transition the public sector towards a fully digital system, replacing outdated processes and equipment.

The government also aims to expand this digital transformation to all public institutions across the island, extending well beyond Colombo.

Under the Praja Shakthi National Programme, implemented in collaboration with the Ministry of Digital Economy, Rs. 369 million has been allocated for modernising district and regional administrative mechanisms. This marks the first time that funds have been directly provided to enhance regional IT capabilities.

In addition, the government plans to increase direct investments to further strengthen the use of IT in state institutions, with annual budget allocations dedicated to this purpose.

Management processes—such as identifying suitable development project proposals and monitoring their progress under the Praja Shakthi Programme—will be conducted through a newly introduced digital platform. The required IT system for this purpose has already been launched.

Through these measures, the government aims to ensure that rural and regional development initiatives are implemented efficiently, transparently, and in a manner that is easily accessible to the public.
