Public Officers Appointed After 2016 to Receive Pension Rights Under Revised Appointment Letters

February 23, 2026

The Ministry of Public Administration, Provincial Councils and Local Government has taken steps to amend letters of appointment regarding pension entitlements for officers who joined the public service on or after January 1, 2016.

A circular outlining the changes has been issued by Ministry Secretary S. Alokabandara to all ministry secretaries, provincial chief secretaries, and heads of departments.

Accordingly, provisions relating to pensions in appointment letters of all public officers recruited from January 1, 2016 onward are to be revised.

Under the amendment, all such public officers will be entitled to pensions, and the Ministry emphasized that future appointment letters must also clearly include this updated pension provision.

The move formalizes pension eligibility for affected public servants and standardizes appointment documentation across government institutions.
