Stronger Laws Introduced Against Harassing Calls and Misuse of Phone Numbers

April 29, 2026

The Sri Lanka Police has announced that legal provisions under the Sri Lanka Telecommunications Act No. 25 of 1992, as amended by Act No. 39 of 2024, have been strengthened to address harassment through phone calls, messages, and the unauthorised publication of telephone numbers.

Inspector Dilan Kumara of the Computer Crimes Investigation Unit of the Criminal Investigation Department Sri Lanka stated that individuals who repeatedly make calls or send messages with the intent to annoy or harass, or who share others’ phone numbers without consent, are committing an offence under Section 32 of the Act.

He noted that offenders may face a fine of up to Rs. 100,000, and in the event of non-payment, imprisonment of up to six months.

The law also empowers authorities to disconnect telephone connections used for such harassment.

Inspector Kumara further clarified that the provisions extend to cases where personal phone numbers are shared without permission on social media or other platforms.

He emphasised that victims of such harassment can seek legal redress under the amended legislation.
