CAA Introduces Mandatory Labelling Rules for Soap Products

The Consumer Affairs Authority (CAA) has issued a special gazette notification introducing mandatory labelling requirements for all soap products sold in Sri Lanka.

Issued under Section 10(1)(a) of the Consumer Affairs Authority Act, No. 9 of 2003, the regulation applies to all manufacturers, importers, distributors, stockists and traders.

The new requirements will officially come into effect on 9 July 2027.

Under the new regulations:

  • The name of the soap product must be printed in bold on the main display panel in Sinhala, Tamil and English, or at least two of these languages. If only two languages are used on the front, the third language must appear elsewhere on the package.
  • The total fat content of the soap must be clearly displayed in bold, using a font size of at least 2 millimetres (2 mm).

The regulations apply to the following categories of soap products:

  • Baby Soap
  • Toilet Soap
  • Shaving Soap
  • Carbolic Soap
  • Laundry Soap
  • Bathing Bars
  • Soft Soap

The CAA stated that from the date the gazette comes into force, the sale of any soap product that does not comply with these labelling standards will be strictly prohibited in Sri Lanka.
