The Ceylon Electricity Board (CEB) has submitted a proposal to the Public Utilities Commission of Sri Lanka (PUCSL) seeking a 13.56% electricity tariff increase for the second quarter of 2026.
According to the PUCSL, the proposed revision would be effective from April 1 to June 30.
Power Generation and Sales Forecast
In its submission, the CEB estimates total net generation for the April–June period at 4,578 GWh. Of this:

1,218 GWh is expected from hydro power

1,957 GWh from thermal sources
-
1,402 GWh from other renewable energy sources
The anticipated hydro inflow for the period is estimated at 1,193 GWh.
Electricity sales for the second quarter of 2026 are forecast at 4,230.3 GWh. Direct CEB sales are projected at 3,774.7 GWh, while sales to Lanka Electricity Company (LECO), measured at the 33 kV boundary, are expected to reach 455.6 GWh.
Financial Position
The CEB has estimated a deficit of Rs. 15,847 million for the April–June period. Based on this analysis, it says a 13.56% tariff increase is necessary to ensure financial and operational stability and to safeguard the reliability of electricity supply.
The Board-approved proposal has been submitted to the PUCSL for review and approval before implementation.
First Quarter Decision
In January, the PUCSL decided not to revise electricity tariffs for the first quarter of 2026, citing the CEB’s failure to submit a formal proposal within the stipulated timeframe, along with defects in the initial submission.
The Commission had also directed the CEB to submit a tariff revision proposal for the second quarter of 2026 on or before February 13, 2026.
