CEB Proposes 18.3% Electricity Tariff Hike for June–December 2025

The Ceylon Electricity Board (CEB) has submitted a proposal to the Public Utilities Commission of Sri Lanka (PUCSL) seeking an 18.3% increase in electricity tariffs for the period from June to December 2025.

According to the PUCSL, the proposal will undergo a public consultation process before a final decision is made. The commission stated that the outcome of the consultation will be considered, and the final decision regarding the proposed tariff revision will be announced in the first week of June.

As stipulated in Clause 5.2 of PUCSL’s Tariff Methodology, end-user tariffs are determined based on the CEB’s revenue requirements.

The CEB noted that its proposal was formulated after analyzing multiple factors, including current tariffs, fuel availability, projected fuel prices, hydro inflows, power plant schedules, interest rates, economic recovery trends, energy demand forecasts, transmission and distribution adjustments, and relevant government policies.

Based on this analysis, the CEB estimates a revenue shortfall of LKR 42,196.1 million for the June–December 2025 period, prompting the need for an 18.3% tariff increase.

The CEB also stated that any deviations from the projected figures—whether surpluses or shortfalls—will be incorporated into the Bulk Supply Tariff Adjustment (BSTA) and addressed in the next tariff revision.

To ensure financial and operational stability and safeguard the reliability of the electricity supply, the CEB has proposed a revision to the existing tariff structure, detailed in Annex III of the submission.

The Board-approved tariff proposal has been formally submitted to the PUCSL for approval and potential implementation following the public consultation process.
