CEB Restructured into Four New State-Owned Entities Under Electricity Act

August 27, 2025

The Ceylon Electricity Board (CEB) has been restructured into four separate entities under the provisions of the new Electricity Act.

The newly established entities are:

  • National System Operator (Pvt) Ltd

  • National Transmission Network Service Provider (Pvt) Ltd

  • Electricity Distribution Lanka (Pvt) Ltd

  • Electricity Generation Lanka (Pvt) Ltd

According to the Ministry of Energy, existing CEB employees will be given the opportunity to apply for transfers to one of the four companies of their choice. A two-month period, effective from today, has been granted for this process, with official notifications to be issued to all employees.

The Ministry further confirmed that all four companies will remain under state ownership. Employees who do not wish to be absorbed into the new entities will be eligible for retirement under a compensation scheme.

Meanwhile, senior management positions in the new institutions are expected to be filled by engineers currently serving in top positions within the CEB.
