General Shavendra Silva Retires: Reflecting on a Four-Decade Legacy in Service

Outgoing Chief of Defence Staff (CDS) General Shavendra Silva, the 8th CDS of Sri Lanka, retired yesterday after over 40 years of distinguished service in the Sri Lanka Army. Known for his leadership during pivotal moments in Sri Lanka’s history, General Silva’s career has been marked by dedication, discipline, and decisive action.

Navigating Civil Unrest with Minimal Force

In a farewell message, General Silva addressed his approach during the 2022 Aragalaya (struggle), a period of intense internal civil unrest. He emphasized his commitment to avoiding civilian casualties, a strategy that he claimed was misunderstood by the country’s leadership.

“I issued orders to use only minimal military force to control the protesters. I had no desire to become a ruthless murderer wielding official authority against unarmed civilians,” General Silva stated.

He reflected on accusations from some quarters, defending his actions as motivated by integrity rather than a desire for power or foreign influence.

Key Milestones and Appointments

General Silva’s illustrious career spanned roles from Second Lieutenant to General, holding key appointments in operational, instructional, and diplomatic domains. Notable positions included:

  • Chief of Staff, Sri Lanka Army
  • Colonel of the Gajaba Regiment, Special Forces Regiment, and Commando Regiment
  • Adjutant General and Director General Operations, Army Headquarters
  • Commander of the Air Mobile Brigade and the victorious 58 Division during the Wanni Humanitarian Operation, which ended Sri Lanka’s three-decade-long civil war in 2009

His leadership during the Wanni Humanitarian Operation cemented his reputation as a battle-hardened infantry officer, with the 58 Division achieving a record number of successes.

Contributions Beyond the Battlefield

Beyond military operations, General Silva served in significant roles, including:

  • Deputy Adviser on National Security
  • Chairman, National Sports Selection Committee
  • Chief Operations Officer, Presidential Task Force on Green Agriculture

A Legacy of Service and Discipline

Reflecting on his transfer to the CDS role in June 2022, General Silva highlighted his efforts to uphold discipline and law in national security. He noted his involvement in key moments, such as rescuing the then Prime Minister during the unrest of 2022.

“I had seven months left until retirement, but I accepted the CDS role with the responsibility it demanded. Despite challenges, I remained committed to safeguarding the nation without compromising my values.”

As General Silva steps down, he leaves behind a legacy of unwavering service, leadership in critical operations, and a steadfast commitment to the nation’s peace and unity.
