A Memorandum of Understanding (MoU) was signed between the Government of India and the Government of Sri Lanka on 5 April 2025 to implement a series of development projects in the Eastern Province under the Indian Multi-Sectoral Grant Assistance programme.
Under this agreement, the Government of India has pledged a grant of Rs. 2,371.83 million for the implementation of 33 projects addressing the development needs of the Eastern Province.
Separate MoUs will be signed between the High Commission of India and the Ministry of Public Administration, Provincial Councils and Local Government for each individual project covered under this framework.
Accordingly, the Cabinet has approved the proposal submitted by the Minister of Public Administration, Provincial Councils and Local Government to authorize the Secretary to the Ministry to sign 33 individual MoUs with the High Commissioner of India for the implementation of these projects in the Eastern Province.
