New Circular Issued to Formalize Maintenance of Government Vehicles

February 27, 2026

A new circular has been issued by the Secretary to the Ministry of Public Administration Provincial Councils and Local Government Sri Lanka introducing regulations to formalize the maintenance and monitoring of government vehicles.

The circular will come into effect from the first of next month.

According to the new guidelines, fuel efficiency tests must be conducted annually, after every 25,000 kilometres of travel, or following an engine overhaul.

The circular further states that if a significant change in fuel consumption is detected within a month after testing, the matter must be reported to the Staff Officer in charge of vehicles to determine whether the cause is a mechanical defect or a potential act of corruption.

In addition, the regulations outline strict requirements regarding the proper updating and inspection of vehicle logbooks to ensure accountability and transparency in vehicle usage.

The circular also specifies that the driver is responsible for washing and maintaining the cleanliness of the vehicle at least once every two days, or whenever necessary.

The move is aimed at strengthening oversight, improving efficiency and preventing misuse of state-owned vehicles.
