President Announces Extensive Relief Package and Rs. 50 Billion Supplementary Estimate for Disaster-Affected Communities

December 5, 2025

President Anura Kumara Dissanayake says that Rs. 10,500 million has already been released by the Treasury to support communities affected by the recent severe weather disaster. He added that a Rs. 50 billion supplementary estimate was submitted to Parliament today (05) for further disaster relief efforts.

The President made these remarks during the Third Reading of the 2025 Budget.

He announced a monthly allowance of Rs. 25,000 per family for three months, until February 2026, for displaced families returning to homes, and Rs. 50,000 per family for those staying in displacement camps.

A one-time grant of Rs. 50,000 will also be provided to every affected household—regardless of ownership status—to help purchase essential items for homes destroyed by the disaster.

The President further stated that each student affected by the disaster will receive Rs. 15,000 from the Treasury and Rs. 10,000 from the President’s Fund.

Households that were completely destroyed will receive Rs. 5 million for rebuilding, while an additional Rs. 5 million will be provided to purchase land if their land was lost and no state land is available. For partially damaged houses, an allowance of up to Rs. 2.5 million has been allocated for repairs.

He also announced that registered animal farms damaged by adverse weather will receive a grant of Rs. 200,000, while farmers whose grain crops (including paddy and maize) were affected will be provided Rs. 150,000 per hectare for re-cultivation. Vegetable cultivators will receive Rs. 200,000 per hectare under the same scheme.

President Dissanayake revealed that the government has sought USD 200 million in relief from the International Monetary Fund (IMF) to meet urgent foreign currency requirements. He added that a request has also been made to increase the next IMF tranche of USD 341 million, expected in February 2026, with discussions planned on the matter.
