Sri Lanka Rolls Out e-BMD System Across Overseas Missions, Enabling Faster Civil Documents for Diaspora

Sri Lanka’s digital transformation drive has reached a major milestone with the successful implementation of the Electronic Birth, Marriage and Death (e-BMD) system across the country’s overseas missions, enabling thousands of citizens living abroad to obtain vital civil documents quickly and efficiently.

The initiative was launched with the support of the Presidential Secretariat Sri Lanka, underscoring high-level commitment to modernising public service delivery.

According to the latest progress report of the Registrar General’s Department Sri Lanka, the e-BMD system has now been fully deployed in 62 Sri Lankan embassies and high commissions worldwide.

Following a successful pilot phase in early 2025, the platform allows Sri Lankan citizens overseas to obtain certified copies of birth, marriage, and death certificates directly through their respective foreign missions—eliminating the need to travel back to Sri Lanka or navigate lengthy manual procedures.

Within just one year of its full rollout, more than 8,000 certified documents have already been issued via Sri Lanka’s diplomatic missions, reflecting strong uptake and growing confidence among overseas Sri Lankans.

Services have reached citizens across major diaspora destinations including the United Kingdom, Italy, Australia, Canada, United States, France, Germany, United Arab Emirates, Japan, Malaysia, and India, as well as several other European, Middle Eastern, and Asian nations.

Officials said the broad geographical coverage demonstrates the system’s capacity to deliver equitable access to essential civil documentation regardless of where citizens reside.

The e-BMD platform forms a key part of the Government’s wider public sector digitalisation agenda, aimed at improving efficiency, transparency, and citizen convenience. By digitally linking overseas missions directly with the Registrar General’s Department, processing times have been significantly reduced while ensuring document authenticity and security.

Real-time technical support from the RGD’s ICT Division has helped maintain uninterrupted service delivery, promptly resolving operational issues at foreign missions.

The initiative has been widely welcomed by Sri Lankans abroad, particularly those requiring official certificates for employment, education, immigration, and legal purposes. By removing bureaucratic delays and geographical barriers, the system has eased administrative burdens on both citizens and diplomatic missions, strengthening consular services.

Authorities say the successful overseas rollout of e-BMD reflects Sri Lanka’s commitment to building a modern, technology-driven public service that responds effectively to the needs of citizens at home and overseas—while reinforcing ties with the country’s global diaspora.
