TISL Launches ‘GAP Tracker’ to Monitor Government’s Progress on IMF-Backed Reforms

Transparency International Sri Lanka (TISL) has launched the Government Action Plan (GAP) Tracker—an independent online platform that monitors the government’s progress in implementing key governance and anti-corruption reforms under the IMF-supported program.

In 2023, Sri Lanka entered into a four-year agreement with the International Monetary Fund (IMF), centered on a reform-based economic recovery agenda.

A key milestone of this agreement was the IMF’s first-ever Governance Diagnostic Assessment in Asia, which revealed deep-rooted shortcomings in Sri Lanka’s public finance management, tax policies, procurement systems, financial oversight mechanisms, and anti-corruption frameworks.

In response, the government pledged to implement a reform roadmap based on the IMF’s priority recommendations. This roadmap, known as the Government Action Plan, constitutes a Structural Benchmark under the second review of Sri Lanka’s Extended Fund Facility (EFF), making it a vital component of the country’s ongoing recovery process.

Despite the importance of these reforms, there has been no official mechanism to publicly monitor the government’s progress. The lack of transparency has left citizens, civil society, development partners, and other stakeholders uncertain about whether genuine reforms are being pursued.

To address this gap, TISL developed the GAP Tracker—an interactive, independent, and regularly updated tool designed to publicly track the implementation of the government’s commitments. The platform offers accessible insights into the progress—or lack thereof—on crucial reforms.
