The government is reportedly considering the declaration of a state of emergency with the objective of providing broader and more rapid assistance to communities affected by the severe adverse weather conditions currently impacting the country.
This matter was taken up at a special meeting held this morning between President and leaders of opposition political parties.
During the discussion, all opposition representatives urged the President to declare a state of emergency and expedite relief distribution to the affected public.
MP Ravi Karunanayake, speaking at the meeting, stressed that the opposition is prepared to support the government without political divisions during this critical period.
Reports indicate that the President has given a positive response to the request made by the opposition group.
A “state of emergency” grants the government extraordinary powers during situations of exceptional threat, danger, or disaster, enabling it to safeguard national security and public welfare. Although the Constitution of Sri Lanka does not provide a specific definition of a state of emergency, the Public Security Ordinance outlines the circumstances under which such powers may be invoked.
Under the Ordinance, the President may declare a state of emergency “taking into account the existence or imminence of a public emergency” when it is necessary to ensure public safety, maintain public order, or secure essential supplies and services needed for the life of the community.
