November 6, 2025

The Commission to Investigate Allegations of Bribery or Corruption has launched an investigation into allegations that former Minister Basil Rajapaksa misused over Rs. 1.03 billion in public funds between 2010 and 2015.

The complaint, filed by Kamantha Thushara, Chairman of the Citizens’ Power Against Bribery, Corruption and Waste, cites findings from the Presidential Commission of Inquiry (PCoI) appointed by former President Maithripala Sirisena to investigate serious fraud, corruption, and misuse of state resources and privileges.

According to the complaint, between June 2, 2010, and November 7, 2014, Rajapaksa allegedly used Sri Lanka Air Force aircraft for domestic travel at a cost of Rs. 155,451,612 from the Maga Neguma project funds.

He is also accused of using 14 vehicles belonging to the Presidential Secretariat—including three luxury vehicles for security and 11 others—resulting in a loss of Rs. 612 million to the government.

Additionally, it is alleged that 64 Navy officers and 84 Army officers were assigned for his personal security between January 10, 2010, and January 10, 2015, incurring an expense of Rs. 264,370,800 in public funds for their salaries and allowances.

Thushara stated that these details are clearly outlined in the PCoI’s final report and urged that legal action be taken against all responsible individuals, including the officials involved.

Based on the complaint, the Bribery Commission has confirmed in writing that a formal investigation has been initiated.

Thushara visited the Commission yesterday (November 4) to provide a statement and submit relevant supporting documents.
