Five Indian companies have qualified for the final round of bidding after the pre-qualification stage conducted by the National Institute for Smart Government (NISG) for the appointment of a Master System Integrator (MSI) for the development, implementation, and maintenance of the Sri Lanka Unique Digital Identity (SLUDI) Project.
The shortlisted companies are Infosys Ltd, Tata Consultancy Services Ltd, Protean e-Gov Technologies Ltd, RailTel Corporation of India Ltd, and Bharat Electronics Ltd.
These companies submitted their bids in response to the NISG/SLUDI 2025 tender issued in September. Following verification of the pre-qualification documents, they have been cleared for the second phase – the Technical-Commercial Bidding Phase. They will also be invited to undertake a field visit to Sri Lanka at their own expense, NISG stated.
The date of the visit will be announced in due course.
Meanwhile, the Ministry of Digital Economy of Sri Lanka, in collaboration with the Information and Communication Technology Agency (ICTA), has begun the selection and procurement process for a Management Service Provider (MSP) of Sri Lankan origin. This entity will manage and implement the Sri Lanka Unique Digital Identity platform.
According to the Ministry, the MSP will assume responsibility for the system immediately after acceptance and security testing is completed. The Master System Integrator will oversee the initial implementation phase under the terms of the Indian Government Grant, and will exit the project upon handover to the MSP.
A Sri Lankan Management Service Provider is expected to be selected by December 2025, enabling a six-month period of close collaboration with the MSI to facilitate comprehensive knowledge transfer and ensure a smooth transition.
The operational phase of the SLUDI Project will ultimately depend on the performance of the managed service provider, which is expected to play a critical role in strengthening Sri Lanka’s digital ecosystem.
