Jaffna Hospital Hit with Record LKR 3M Fine for Gouging Blood Test Prices

In a landmark crackdown against illegal healthcare profiteering, the Jaffna Magistrate’s Court has slapped a massive LKR 3 million fine on a private medical facility for overcharging patients on standard Full Blood Count (FBC) tests.

Following a raid conducted by officers of the Consumer Affairs Authority (CAA) on July 13, 2026, Venus Speciality Hospital (Pvt) Ltd—located in Kandarmadam along Palaly Road—was caught charging patients LKR 550 per FBC test. Under existing gazetted regulations set by the CAA, the maximum controlled price for an FBC test at any private healthcare institution is capped at LKR 400.

The CAA immediately filed legal proceedings against the hospital administration. Appearing before the Jaffna Magistrate’s Court on July 21, 2026, the hospital pleaded guilty to violating price control regulations.

Beyond the LKR 30 lakh penalty, the magistrate ordered Venus Speciality Hospital to publish a formal public confession in national newspapers at its own expense to warn patients and deter future price gouging across the healthcare sector.
