Special Circular Issued to Ensure Water Supply During Future Droughts

Environment Minister Dr. Dammika Patabendi says a special circular has been issued to ensure continuous water supply to areas affected by drought conditions that may arise due to the El Niño weather phenomenon.

Speaking at a media briefing on the possible impacts of El Niño on Sri Lanka, the Minister said the Ministry of Defence issued the circular on August 6, 2026.

According to the Minister, the circular introduces amendments to existing laws and regulations to enable faster and easier administrative action to provide water facilities to people in drought-affected areas.

He said the measure is intended to improve the country’s ability to respond to water shortages caused by severe dry weather associated with El Niño and strengthen preparedness.

The Minister added that the initiative forms part of a broader programme to prepare Sri Lanka for potential future impacts of El Niño, including threats to the country’s water resources.
