Sri Lanka Customs Launches Paperless Declaration System

October 1, 2026

New Digital Customs System Takes Effect From October 1

Sri Lanka Customs is launching its new Paperless Customs Declaration Process today (October 1), marking a major step towards digitalising and modernising the country’s customs clearance system, according to the President’s Media Division.

The new system, introduced jointly by the Revenue Administration Reforms and Modernisation Bureau of the Presidential Secretariat and Sri Lanka Customs, is designed to make customs services faster, more efficient and transparent.

Under the new system, all importers and declarants must submit customs declarations and relevant documents with a valid digital signature from October 1, 2026. Declarations submitted under the previous system will no longer be accepted.

The system can also detect any changes made to documents after they have been digitally signed, which authorities expect will strengthen the integrity of the customs clearance process and help reduce fraud and corruption.

The initiative is part of the Government’s broader programme to digitalise public services under its economic reform and public service modernisation agenda.
