An extraordinary gazette signed by President Anura Kumara Dissanayake has officially delegated the authority to borrow and issue debt securities on behalf of the Government of Sri Lanka to the Secretary of the Treasury. This includes the ability to raise funds both domestically and internationally, in either local or foreign currencies.
The gazette further empowers the Treasury Secretary to sign agreements related to foreign loans obtained by the government. Additionally, the Secretary is authorized to sign government guarantees for state corporations or public enterprises seeking foreign loans.
The Treasury Secretary also has the authority to formalize such agreements and guarantees by signing the necessary contracts, bonds, promissory notes, and other related documents.
