The Cabinet has approved the preparation of a Bill to establish a new institutional mechanism, the “Education Council”, aimed at improving the standards and quality of Sri Lanka’s general education sector.
The decision follows a proposal submitted by Prime Minister and Minister of Education, Higher Education and Vocational Education Dr. Harini Amarasuriya.
The proposed Education Council will be responsible for standardisation, registration, licensing, quality assurance and accreditation covering professional categories in the general education sector, including teachers, teacher consultants, principals, teacher educators and educational administrative officers.
A special committee chaired by Senior Professor O. G. Dayaratne was previously appointed by the Secretary to the Ministry of Education to examine the matter. The committee’s report, together with a review report incorporating public opinions received on the proposal, has been approved by the relevant parliamentary sub-committee.
Accordingly, the Cabinet has approved instructing the Legal Draftsman to prepare the relevant Bill to establish the Education Council, in coordination with institutions that already have authority under the Constitution and existing laws.
